Housing Needs Reports

Housing needs reports are a way for communities to better understand their current and future housing needs. These reports can help identify existing and projected gaps in housing supply by collecting and analyzing quantitative and qualitative information about local demographics, economics, housing stock, and other factors. A housing needs report is critical to developing a housing strategy or action plan.

Local governments are required by provincial legislation to develop housing needs reports by:

  • Collecting information to identify current and projected housing needs;
  • Using that information to prepare and publish an online housing needs report which shows current and projected housing needs for at least the next five years, and;
  • Considering the most recently collected information and housing needs report when amending official community plans and regional growth strategies.

The Regional District, in partnership with the Tahltan Band Council, completed the Electoral Area F – Dease Lake Housing Needs Report in April 2022.

The Regional District, in partnership with the City of Terrace, completed the Greater Terrace Housing Needs Report in December 2020 for the City of Terrace and Electoral Areas C and E.

Upper Skeena Housing Needs Report

2024

In November 2023, the provincial government adopted new legislation to streamline the delivery of new housing and implement proactive planning tools to remove barriers to new housing development. All local governments are required to complete an Interim Housing Needs Report (HNR) by January 1, 2025, using the HNR method to identify the 5- and 20-year housing need in their communities.

Urban Matters were engaged to complete the Interim Housing Needs Report for the Upper Skeena region and included the District of New Hazelton, Village of Hazelton, and Electoral Area B of the Regional District. Local governments are not required to build these additional units but to use this document as a resource for any future planning document in the RDKS.

2021

The Regional District, in partnership with the Village of Hazelton and District of New Hazelton, completed the Upper Skeena Housing Needs Report in April 2021. This report covers the two municipalities and Electoral Area B.
