In November 2023, the provincial government adopted new legislation to streamline the delivery of new housing and implement proactive planning tools to remove barriers to new housing development. All local governments are required to complete an Interim Housing Needs Report (HNR) by January 1, 2025, using the HNR method to identify the 5- and 20-year housing need in their communities.
Urban Matters were engaged to complete the Interim Housing Needs Report for the Upper Skeena region and included the District of New Hazelton, Village of Hazelton, and Electoral Area B of the Regional District. Local governments are not required to build these additional units but to use this document as a resource for any future planning document in the RDKS.

The Regional District, in partnership with the Village of Hazelton and District of New Hazelton, completed the Upper Skeena Housing Needs Report in April 2021. This report covers the two municipalities and Electoral Area B.
